Lee stepped down as minister mentor on 21 May 2011.

Lee Kuan Yew (1923– ) is a prominent Singapore statesman. He was the first prime minister of the Republic of Singapore and governed the island nation for three decades(1959–1990). By the time he stepped down to enable a smooth leadership renewal, he had become the world’s longest-serving prime minister. He was Singapore’s senior minister from 1990 to 2004 and then minister mentor from 2004 to 2011. 中選會主委陳英鈐：公投連署書再點收是違法
「以核養綠」公投案領銜人黃士修，為抗議中選會拒絕補送連署書持續絕食，中選會主委陳英鈐今天說，連署書點收完後再點收就是違法，並表示中選會會盡力促成這件公投案，法律也有份數不足補件規定，畢竟如果這公投要單獨辦，「不見得是好事」。陳向黃喊話，「保重身體才能繼續溝通」。
陳英鈐今天接受廣播專訪，主持人黃光芹電話連線黃士修；黃士修說，中選會至今只給他跳針式的回應，他認為陳英鈐不適任，要求陳英鈐應該要下台。
陳英鈐回應，依照規定，提案人送件到中選會後就開始點收，點收後程序就結束了，無法走回頭路，連署書點收完就是不能再點收，再點收就是違法，不能隨便給人方便，給的話就是對其他提案不公平，若讓黃士修補件，其他人也能補件，大家都補件的話根本補不完，戶所查對也無法進行。
主持人追問，若戶政機關查對後，發現份數不足，通知黃士修補件，是否來得及綁大選？陳英鈐回應，「盡量讓他成」，因為若案子不成，恐怕會要單獨辦理公投，若份數不足，依照規定就是有補件的權利。
陳英鈐表示，他願意以公民身分呼籲黃士修，黃的意見中選會都聽到了，請黃士修尊重自己的身體，無論他和中選會意見相不相同，中選會都願意溝通，「若要為理念奮鬥，也要保重身體才能繼續溝通」。
面對外界質疑中選會是執政黨「打手」，陳英鈐說，他沒和蔡英文總統見面，也沒有和特定政黨討論過這個議題，中選會是獨立機關，對於所有公民投票提案皆依公平、公正、公開的精神辦理，不因提案人不同而有所優惠或歧視，份數夠就沒有第二次收件，這是經過會內討論過，並不是他個人意見。
