 我提東亞青運申復 盼8國回心轉意


【台灣醒報記者譚有勝台北報導】台灣30日正式向東亞奧林匹克委員會(EAOC)提出申復!台中市長林佳龍大動作召開國際記者會,嚴正聲明EAOC取消台中東亞青運主辦權不但傷害了選手權益,也傷害了台灣人民的情感。他指出,政府已將申復函寄給EAOC和參與本次賽會的日本、韓國、中國等8個國家地區,要求繼續主辦東亞青運,若不受理,他們不排除尋求國際仲裁。

台中市長林佳龍30日召開記者會,活動還未開始上百名國內外記者早已擠爆現場,期待林佳龍能夠提出具體的救濟方案,以爭取東亞青運主辦權。

林佳龍嚴正聲明指出,東亞奧林匹克委員會(EAOC)取消明年原定在台中舉辦的東亞青運主辦權,對選手而言是巨大的打擊。台中市政府在無預警的情況下被倉促告知,他們不但沒辦法接受,台灣人民也無法諒解這種結果。為了維護選手參與賽會的權益,他們於30日正式向EAOC提出申復申請,要求繼續主辦東亞青運。

這份申復信函已同時寄發給原定參與本次賽會的8個國家地區,包括日本、韓國、北韓、香港、澳門、蒙古、關島與中國,希望國際社會重視台中這次遭受的不公平待遇。

根據申復信函,台中市以4大理由向EAOC提出申復。第一,奧運會鼓勵全世界不同國家透過公平競爭進行交流,但這次EAOC貿然取消台中市東亞青運主辦權不但違背奧運精神,也違反EAOC會章明定推廣東亞地區奧林匹克運動的宗旨。

第二,EAOC理事會議在7月24日取消台中東亞青運前,並未正式告知主辦的台中市有任何違反東亞奧會會章之處。相反地,過去3年間EAOC還曾由主席劉鵬親自率團前來台中市了解東亞青運籌辦情形,與我方進行意見交流,肯定台中市政府的籌備工作,顯見EAOC貿然取消東亞青運主辦權完全不合理。

第三,東亞青運合約書明定「爭議應以和諧磋商解決」,但自有關單位臨時召開會議前,從未給予主辦台中市政府任何說明或答辯的機會,在決議之前,台中市政府更未被邀請參與任何磋商,這場理事會召開明顯違反合約內容,侵犯了台中市政府作為合約當事人的權利。

第四,EAOC於7月25日通知台中市政府取消東亞青運的來函中,隻字未提任何此一決議的理由,無法說明台中市政府有任何違規之處,更無法說服全體台中市民及台灣人民。

當被問及若EAOC不受理,政府還有什麼救濟措施?林佳龍表示,他希望EAOC盡快受理,東亞青運的場館他們也會繼續把它完成。他指出,以前國際體壇仲裁有成功的案例,他們也曾諮詢法律專家的意見,除了努力爭取申復外,不排除國際仲裁的選項。台中市政府也將和體育署、中華奧會研擬後續救濟方案。

有媒體問東奧正名公投提案人紀政是否需要對此負責?林佳龍回應說,目前公投還在連署,未來會如何也是未知數,但中國因未知的理由取消我方的主辦權,明顯有政治干預的因素。他也說,紀政是體壇少數參與奧運得獎的運動家,這是她的專業,中國不應以此干涉東亞青運的運作,希望東亞青運能夠回歸的運動精神宗旨,減少政治干預。
